The signing ceremony of the complementary agreement between Guangxi University and Tallinn University on establishing the first Confucius Institute in Estonia was held at the Kempinski Hotel in Beijing on March 9th, 2010.
 
Speaking at the signing ceremony, Andres Unga, Estonian ambassador to China, said that the two nations have kept excellent relations in cultural exchange since establishing diplomatic ties.

 "The Confucius Institute plays here extremely important role, and it's like the bridge between two nations and it creates a solid basis for our governments to further continue strengthening our friendly relationship."

Zhao Guocheng, the vice director of China's National Office for Teaching Chinese as a Foreign Language, or "Hanban," also attended the ceremony. He said that the world has seen a great surge in launches of Confucius Institutes all over the world in recent years.
 
 "The number of Confucius Institutes is increasing. As of this February, there are more than 282 Confucius Institutes scattered all over the world, and the number of Confucius Classrooms has reached 272."

Tang Jiliang, the head of Guangxi University in southwest China, considered it meaningful to cooperate with Tallinn University and set up the Confucius Institute in Estonia.

 "Confucius represents the Chinese culture. The Confucius Institute that our two universities launched together will encourage cultural communication between China and Estonia and promote social and economic development in the two nations."

Tallinn University, the nation's third public university, is the only university in Estonia to provide Chinese language and cultural learning classes.
